泉州http://www.zongyi.com.cn/的石材http://www.stonebuy.com/行業(yè)，將面臨一場前所未有的環(huán)保風暴。11月28日泉州http://www.zongyi.com.cn/市召開“建筑飾面石材http://www.stonebuy.com/行業(yè)綜合整治工作會議”，會上透露，全市844家準備實行差別電價的石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/名單已正式上報省經(jīng)貿委。按照要求，從名單公布之日起到明年年底，這些企業(yè)http://www.stonebuy.com/enterprise/的生產(chǎn)用電價將在正常電價基礎上上調0.20元/千瓦時，2011年以后在正常電價基礎上調高0.45元/千瓦時。這意味著，企業(yè)http://www.stonebuy.com/enterprise/的成本大大增加，將導致一輪行業(yè)洗牌。

    為了治理石材http://www.stonebuy.com/行業(yè)的污染，早在今年6月，福建http://www.zongyi.com.cn/省就發(fā)布了《福建http://www.zongyi.com.cn/省人民政府關于加強建筑飾面石材http://www.stonebuy.com/行業(yè)綜合爭議的意見》，將在全省范圍內對所有建筑飾面石材http://www.stonebuy.com/礦山企業(yè)http://www.stonebuy.com/enterprise/，以及位于集中區(qū)外的建筑飾面石材http://www.stonebuy.com/加工企業(yè)http://www.stonebuy.com/enterprise/實施差別電價政策。

    反響：石材http://www.stonebuy.com/業(yè)老板初感絲絲涼意

    筆者從會上了解到，這份石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/名單在今年10月份已經(jīng)確定，目前，晉江的一些企業(yè)http://www.stonebuy.com/enterprise/已經(jīng)被要求先行執(zhí)行這一政策。省里出臺的“差別電價”新政，讓石材http://www.stonebuy.com/業(yè)感受到一絲涼意。

    “我很早就接到政府有關執(zhí)行差別電價的通知。”盡管自己的企業(yè)http://www.stonebuy.com/enterprise/還沒有列入首批名單，但從事石材http://www.stonebuy.com/業(yè)十幾年的晉江僑聲石材http://www.stonebuy.com/制品廠老板張永筑，坦陳有種“兔死狐悲”的不安感。

    張老板說：“在晉江，石材http://www.stonebuy.com/業(yè)利潤空間本來就很薄。一旦實行差別電價，晉江轄區(qū)內的多數(shù)石材http://www.stonebuy.com/廠將喪失大部分利潤空間，大批企業(yè)http://www.stonebuy.com/enterprise/將可能倒閉。”

    晉江市永興板材廠一負責人給筆者算了一筆經(jīng)濟賬：晉江多數(shù)石材http://www.stonebuy.com/廠以中小型為主，平均一個月用電量約5000千瓦時。此前平均電價約0.6元/千瓦時，根據(jù)差別電價，將取消低谷時段，用電只分為兩個時段（即平價和高峰時段），但都相應地上升0.2元/千瓦時。電價提升后，平均每千瓦時的電成本至少將上升0.3元以上。而石材http://www.stonebuy.com/成品每平方米從荒料到加工成品，大致需耗電5元（約8千瓦時的電），調整電價后，將上升至9元左右。“省里這一政策意圖很明顯，就是要淘汰落后產(chǎn)能。”

    部門：高電價考驗晉江石材http://www.stonebuy.com/業(yè)

    晉江市環(huán)保局執(zhí)法二中隊蔡銘委中隊長說，此次電價新政，石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/不僅將喪失過去享有的普通工業(yè)用電優(yōu)惠，而且將面臨殘酷的高電價。

    長期以來，晉江石材http://www.stonebuy.com/業(yè)一直徘徊在低附加值的粗加工階段，可以說是薄利多銷。“此事涉及數(shù)萬人的生計，推動難度很大。”晉江市經(jīng)濟發(fā)展局林永紅副局長認為，高電價對晉江石材http://www.stonebuy.com/產(chǎn)業(yè)來說，將面臨一次生死存亡的危機。

    “這種措施不僅確保短期內奏效，從長遠來看，行業(yè)也無法死灰復燃，是極為有效的價格杠桿。”晉江市環(huán)保局一位執(zhí)法人員認為，這等于牽住了石材http://www.stonebuy.com/節(jié)能的“牛鼻子”。

    此次“差別電價”政策，在實施對象上作了特別規(guī)定：省石材http://www.stonebuy.com/加工集中區(qū)外的建筑飾面石材http://www.stonebuy.com/加工企業(yè)http://www.stonebuy.com/enterprise/，所有建筑飾面石材http://www.stonebuy.com/礦山企業(yè)http://www.stonebuy.com/enterprise/（以上建筑飾面石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/專指就地取材生產(chǎn)建筑用飾面石材http://www.stonebuy.com/的企業(yè)http://www.stonebuy.com/enterprise/，不包括石材http://www.stonebuy.com/雕刻、墓碑石生產(chǎn)等企業(yè)http://www.stonebuy.com/enterprise/）。

    “這條規(guī)定對晉江特別不利。”晉江市永和鎮(zhèn)副鎮(zhèn)長張志友說，一是晉江沒有石材http://www.stonebuy.com/集控區(qū)，二是本地石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/大多是就地取材。實際上，幾乎所有晉江石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/都是此次差別電價的實施對象。

      據(jù)悉，目前晉江有關部門、企業(yè)http://www.stonebuy.com/enterprise/正在向省里申請爭取設立若干個石材http://www.stonebuy.com/加工集控區(qū)，為企業(yè)http://www.stonebuy.com/enterprise/尋找最后的避難所。“但在環(huán)保風暴這種特殊時刻，申請難度是可想而知的。”作為晉江石材http://www.stonebuy.com/行業(yè)最為集中的區(qū)域，永和鎮(zhèn)張志友副鎮(zhèn)長有些擔心。據(jù)張志友介紹，永和鎮(zhèn)共有246家石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/，全鎮(zhèn)1/3人口、近3萬人的生計靠石材http://www.stonebuy.com/，其中有143家石材http://www.stonebuy.com/加工企業(yè)http://www.stonebuy.com/enterprise/被列入首批執(zhí)行名單。
