2009年是我省石材http://www.stonebuy.com/工業(yè)發(fā)展較為困難的一年，在世界金融危機的沖擊下，整個行業(yè)出現(xiàn)了生產(chǎn)性萎縮……。在這樣的形勢下，我省石材http://www.stonebuy.com/界人士沒有退縮，精神狀態(tài)看好，總的態(tài)勢是“迎接挑戰(zhàn)、積聚力量、再圖發(fā)展”。

　　一、金融風暴下浙江石材http://www.stonebuy.com/的現(xiàn)狀

　　1、目前，我省整個石材http://www.stonebuy.com/行業(yè)是國內市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html需求不足，國外市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html出口http://en.stonebuy.com/嚴重縮水，國內外石材http://www.stonebuy.com/產(chǎn)品http://www.stonebuy.com/sample/大量入市競爭省內石材http://www.stonebuy.com/市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html與消費。

　　2、企業(yè)http://www.stonebuy.com/enterprise/（包括礦山）產(chǎn)能過剩，開工不足，部分企業(yè)http://www.stonebuy.com/enterprise/是無訂單就停機待產(chǎn)。

　　3、企業(yè)http://www.stonebuy.com/enterprise/流動性資金緊張，周轉不靈，不少企業(yè)http://www.stonebuy.com/enterprise/面臨收不進，開不出，資金鏈斷開的現(xiàn)實。雖然央行下調了貸款利率和放寬了貸款政策，銀行為了降低風險，對中小企業(yè)http://www.stonebuy.com/enterprise/貸款仍十分謹慎，資金問題仍制約著企業(yè)http://www.stonebuy.com/enterprise/的發(fā)展。

　　4、石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/處于建筑產(chǎn)業(yè)鏈的末端，作為裝飾材料的生產(chǎn)企業(yè)http://www.stonebuy.com/enterprise/因無建筑裝飾設計資質，在整個建筑業(yè)市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html 上認可度較低，在政府與重大工程的供料和投標上一直處于被動和配角角色，給企業(yè)http://www.stonebuy.com/enterprise/的生產(chǎn)與供料、利潤產(chǎn)生造成了極大困難。

　　6、我省石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/人才奇缺，尤其是科技力量薄弱，沒有一個比較正規(guī)的企業(yè)http://www.stonebuy.com/enterprise/研發(fā)機構（中心），新產(chǎn)品http://www.stonebuy.com/sample/，品牌產(chǎn)品http://www.stonebuy.com/sample/少，適應不了新市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html、新消費，新要求的需求。在世界金融危機的沖擊下，應變能力小，致使傳統(tǒng)性的，技術含量低的，加工水準不高的，石材http://www.stonebuy.com/產(chǎn)能過剩，使企業(yè)http://www.stonebuy.com/enterprise/陷入困境。

　　7、產(chǎn)品http://www.stonebuy.com/sample/與市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html建設的類同化，缺乏地域經(jīng)濟的特色，市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html營銷活躍度欠佳。

　　二、轉“危”為“機”，積聚力量，再圖發(fā)展

　　1、在借貸款及資金周轉方面，我還是要呼吁政府給予中小企業(yè)http://www.stonebuy.com/enterprise/一定的鼓勵及優(yōu)惠政策，尤其是對中小企業(yè)http://www.stonebuy.com/enterprise/，應當完善信用擔保，商業(yè)擔保，互相擔保在內的中小企業(yè)http://www.stonebuy.com/enterprise/融資擔保體系，定期向企業(yè)http://www.stonebuy.com/enterprise/提供政府和投資商方面的信息，為企業(yè)http://www.stonebuy.com/enterprise/開展投資經(jīng)營活動提供指導和服務，為銀行和企業(yè)http://www.stonebuy.com/enterprise/之間牽線搭橋，加強對商業(yè)銀行對中小企業(yè)http://www.stonebuy.com/enterprise/發(fā)展情況和資金需求的了解，切實解決中小企業(yè)http://www.stonebuy.com/enterprise/貸款難的問題。我省桐廬鐘山鄉(xiāng)政府在這方面的工作做得較好，他們對全鄉(xiāng)107家石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/進行排查摸底，對信用好營銷好，有一定規(guī)模的企業(yè)http://www.stonebuy.com/enterprise/或聯(lián)體，通過牽線搭橋與縣商業(yè)銀行、農(nóng)村信用社進行溝通，企業(yè)http://www.stonebuy.com/enterprise/間適度擔保，基本上為一些企業(yè)http://www.stonebuy.com/enterprise/的融資、借貸難得以解決。省石材http://www.stonebuy.com/協(xié)會也通過杭州商業(yè)銀行同企業(yè)http://www.stonebuy.com/enterprise/聯(lián)姻，用企業(yè)http://www.stonebuy.com/enterprise/庫存材料拆價抵押，在短期借貸上開辟了新路。

　　2、吸收民間資本，開發(fā)石材http://www.stonebuy.com/礦山與石材http://www.stonebuy.com/加工，以滿足工程建設所需

　　浙江的民營經(jīng)濟較發(fā)達，民間資本實力雄厚，如何引導其進入石材http://www.stonebuy.com/行業(yè)進行投資，也是在當前金融危機下的一條抓“機”求發(fā)展之路。我省諸暨國土局，諸暨市浣東街道就是利用當?shù)赜胸S富的火山巖系石材http://www.stonebuy.com/資源，通過招投標方式，引入民間資本4500萬元，對諸暨浣東仰瓦山石材http://www.stonebuy.com/礦進行較有序、有計劃的規(guī)模開采與加工。這個礦不但引進了民資，為擴大生產(chǎn)創(chuàng)造了條件，更引進了民營經(jīng)濟的發(fā)展新理念。據(jù)介紹，浣東仰瓦山礦將進行全面整頓，進行正規(guī)開采，礦山將增置30臺導軌鋸鋸切，臺段開采，每天可產(chǎn)“高湖石”荒料400m3，年產(chǎn)量達10-15萬m3，另擬對現(xiàn)有分散的100多家加工作坊進行整合，在當?shù)卣�府的牽頭下，規(guī)地組建“高湖石”加工園區(qū)，創(chuàng)新產(chǎn)品http://www.stonebuy.com/sample/和加工規(guī)模，以滿足城鄉(xiāng)市政道路、橋隧、堤岸工程，別墅裝飾之需。

　　3、夯實基礎，迎接經(jīng)濟復蘇的到來。

　　“寒冬將過，春天還遠嗎？”種種跡象表明，我省石材http://www.stonebuy.com/業(yè)隨著國家經(jīng)濟扶持措施的到位落實，隨著世界經(jīng)濟的看好，不久的將來將又會是一番繁榮景象，尤其是石材http://www.stonebuy.com/業(yè)作為建筑業(yè)、建筑裝飾業(yè)的先行者，要求必須在經(jīng)濟大發(fā)展的前提下先行，故我省石材http://www.stonebuy.com/業(yè)有識之士，清醒地看到了這一點，故不少企業(yè)http://www.stonebuy.com/enterprise/都在醞釀大規(guī)模開發(fā)新品種。我省的“浙江一石”在風云變幻的經(jīng)濟形勢下，逆勢而上，攻城掠地，啟動新一輪的發(fā)展“提速”。該公司在政府部門的關心和支持下，沒有因為經(jīng)濟低迷而放緩發(fā)展步伐，相反在銀行大力融資下，在縉云城南開發(fā)區(qū)建設一期年產(chǎn)30萬m2的花崗巖板材生產(chǎn)線并投入生產(chǎn)，推出了“縉云卡爾啡”新品。2009年1月18日公司又與榧樹根村達成“卡爾啡花崗石”開采承租協(xié)議，成立了浙江一石礦業(yè)有限公司，籌辦榧樹根村花崗石的開采規(guī)劃、設計、設備購置與礦山開采工作。公司繼2008年11月建筑裝飾晉升為國家一級資質后，2009年7月28日又獲建筑幕墻國家一級資質施工企業(yè)http://www.stonebuy.com/enterprise/，開創(chuàng)了我省石材http://www.stonebuy.com/生產(chǎn)與工程施工有機結合的范例。由于公司逆勢而上，形勢逐步轉好，自7月份起工程訂單回升，單7月份工程合同簽訂額就達3000萬元。

　　5、加大對石材http://www.stonebuy.com/流通市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html的開發(fā)，為石材http://www.stonebuy.com/業(yè)復蘇搭建營銷平臺

　　6、抱團合作，避“冬”取暖。

　　世界金融危機沖擊的不僅是經(jīng)濟，還有人的意志、毅力與追求，只要有意志，又追求，才有事業(yè)，才又一切。我省石材http://www.stonebuy.com/界大多數(shù)認為世界性的金融危機的發(fā)生是必然，有其規(guī)律性，不可怕，相反卻進一步激發(fā)我們理清思路，更好地開展行業(yè)內與行業(yè)外的抱團合作，避“冬”取暖。近期我們協(xié)會為做好“杭州地鐵工程的供料、裝飾施工的前期銜接工作”。擬組織我省重點石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/與建筑裝飾知名企業(yè)http://www.stonebuy.com/enterprise/合作，相互取長補短，抱團取“暖”過“冬”，為石材http://www.stonebuy.com/更好地融入建筑裝飾開展長期合作。因石材http://www.stonebuy.com/是無以倫比的高檔裝飾石材http://www.stonebuy.com/，它的主要服務對象是建筑業(yè)，房地產(chǎn)業(yè)，而建筑裝飾企業(yè)http://www.stonebuy.com/enterprise/的裝飾選材上又占了較大的比重，故雙方合作，不但應對當前金融危機，就是開拓未來工程的合作和雙贏都是密不可分的。
