      根據(jù)建設部2001年發(fā)布、2001年7月1日已正式實行的《建筑業(yè)企業(yè)http://www.stonebuy.com/enterprise/資質(zhì)管理規(guī)定》規(guī)定：建筑業(yè)企業(yè)http://www.stonebuy.com/enterprise/應當按照其擁有的注冊資本、凈資產(chǎn)、專業(yè)技術(shù)人員、技術(shù)裝備和已完成的建筑工程業(yè)績等資質(zhì)條件申請資質(zhì)，經(jīng)審查合格，取得相應等級的資質(zhì)證書后，方可在其資質(zhì)等級許可的范圍內(nèi)從事建筑活動。www.heituxidu.com

     “規(guī)定”還提到：未取得《建筑業(yè)企業(yè)http://www.stonebuy.com/enterprise/資質(zhì)證書》承攬工程的，予以取締，并處工程合同價款2％以上4％以下的罰款；有違法所得的，予以沒收。而目前，可以說大部分的石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/還未取得該類資質(zhì)，大多的企業(yè)http://www.stonebuy.com/enterprise/是以掛靠、承包、分包的形式存在的。

      馬會長告訴我們，根據(jù)05年1月1日發(fā)布的最高人民法院“關(guān)于基礎建設工程若干問題的司法解釋”提到，企業(yè)http://www.stonebuy.com/enterprise/至少需要30萬人民幣的注冊資本，擁有10名以上必具有技術(shù)職稱的員工，承接過2個工程以上并具備相應機械http://www.stonebuy.com/machine/，方可申報企業(yè)http://www.stonebuy.com/enterprise/資質(zhì)。但目前，沒有部門對企業(yè)http://www.stonebuy.com/enterprise/這方面的需求予以服務、幫助。若僅靠少數(shù)的幾個企業(yè)http://www.stonebuy.com/enterprise/去與政府機關(guān)部門溝通協(xié)調(diào)這些工作，是非常困難的。
