    據(jù)了解，我國是世界第二大石材http://www.stonebuy.com/制品出口http://en.stonebuy.com/國、第五大天然石材http://www.stonebuy.com/進(jìn)口國，石材http://www.stonebuy.com/進(jìn)口額占世界的16％，而以廈門、泉州http://www.zongyi.com.cn/等閩南地區(qū)為主要生產(chǎn)基地的福建http://www.zongyi.com.cn/省，則是中國http://www.stonebuy.com石材http://www.stonebuy.com/第一大省。

    廈門海關(guān)的統(tǒng)計數(shù)據(jù)顯示，2003年，廈門口岸石材http://www.stonebuy.com/進(jìn)出口http://en.stonebuy.com/額為10.11億元，占全國比重的60％，其中石材http://www.stonebuy.com/出口http://en.stonebuy.com/額為7.03億元，在全國的比重達(dá)到64％，連續(xù)多年居全國首位。

    在石材http://www.stonebuy.com/加工方面，泉州http://www.zongyi.com.cn/市除了南安http://www.shicai.com.cn/水頭http://www.shicai.com.cn/早已揚名江湖外，惠安崇武鎮(zhèn)也小有名氣，泉州http://www.zongyi.com.cn/市泉港區(qū)亦初具規(guī)模。

    泉州http://www.zongyi.com.cn/市泉港區(qū)石材http://www.stonebuy.com/同業(yè)公會常務(wù)副會長陳金華告訴記者，泉港區(qū)的石材http://www.stonebuy.com/加工業(yè)逐步發(fā)展起來，于2004年9月16日成立了泉州http://www.zongyi.com.cn/市泉港區(qū)石材http://www.stonebuy.com/同業(yè)公會，現(xiàn)有68家會員企業(yè)http://www.stonebuy.com/enterprise/。

    據(jù)陳金華介紹，南安http://www.shicai.com.cn/水頭http://www.shicai.com.cn/主要是經(jīng)營各類石材http://www.stonebuy.com/加工，尤其是大理石，而惠安崇武鎮(zhèn)大多數(shù)是專業(yè)做墓碑，泉港區(qū)的石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/加工花崗巖的占多數(shù)。

    那么在泉州http://www.zongyi.com.cn/市，有多少企業(yè)http://www.stonebuy.com/enterprise/經(jīng)營石材http://www.stonebuy.com/呢？

    泉州http://www.zongyi.com.cn/市石材http://www.stonebuy.com/商會的相關(guān)負(fù)責(zé)人表示，泉州http://www.zongyi.com.cn/的石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/至少有3000家，南安http://www.shicai.com.cn/水頭http://www.shicai.com.cn/有到工商部門登記注冊的石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/2000多家、泉港區(qū)近100家、惠安崇武鎮(zhèn)近1000家。他說，這個數(shù)據(jù)只是保守估計，還有很多家庭作坊沒有統(tǒng)計進(jìn)去。但是，泉州http://www.zongyi.com.cn/的石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/大部分是中小企業(yè)http://www.stonebuy.com/enterprise/，年產(chǎn)值超5000萬元的企業(yè)http://www.stonebuy.com/enterprise/不會超過100家。

    廈門市石材http://www.stonebuy.com/商會會長許榮旗贊同這位負(fù)責(zé)人的說法，他說泉州http://www.zongyi.com.cn/的石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/和廈門的情況差不多，中小企業(yè)http://www.stonebuy.com/enterprise/占據(jù)主流，真正上規(guī)模的石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/很少，這導(dǎo)致競爭無序、產(chǎn)品http://www.stonebuy.com/sample/雷同、價格下跌、利潤下降等等，嚴(yán)重影響了泉廈石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/做強做大。他說，目前廈門市有注冊的石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/有500多家，而經(jīng)營石材http://www.stonebuy.com/貿(mào)易http://www.stonebuy.com/trade/的企業(yè)http://www.stonebuy.com/enterprise/就更多，但年產(chǎn)值超億元的只有50家左右。

     ●影響篇

    石材http://www.stonebuy.com/荒料進(jìn)口關(guān)稅從2005年1月1日起下降到1％，對泉州http://www.zongyi.com.cn/石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/產(chǎn)生什么樣的影響？

    呂國專表示，運費和原材料等上漲很厲害，許多石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/生存艱難，關(guān)稅下降到1％可謂是一場及時雨。

    呂國專介紹說，由于國家宏觀調(diào)控，鋼材、鐵礦、砂等的相對需求增大，造成運力緊張，運輸成本自然扶搖而上，加上去年6月治理超載以來，原先超載的船運運量減少，運費成本壓力大增，石材http://www.stonebuy.com/荒料、產(chǎn)品http://www.stonebuy.com/sample/的運輸成本和費用急劇上升，保守估計，漲幅在40％以上。從廈門口岸運輸?shù)?a >南安http://www.shicai.com.cn/水頭http://www.shicai.com.cn/，據(jù)估算，目前每立方米石材http://www.stonebuy.com/荒料運到水頭http://www.shicai.com.cn/，運輸成本增加了150元左右。同時，石材http://www.stonebuy.com/加工的配套材料，如機械http://www.stonebuy.com/machine/配件、包裝材料、磨具磨料也在跟著漲價，許多企業(yè)http://www.stonebuy.com/enterprise/特別是中小企業(yè)http://www.stonebuy.com/enterprise/壓力很大。

    據(jù)了解，先前的石材http://www.stonebuy.com/荒料關(guān)稅按4％征收，2005年1月1日起下降到1％后，將在一定程度上給石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/減壓。

    呂國專表示，華輝石業(yè)公司所用的大理石全部是進(jìn)口的，一年的進(jìn)口額為8000萬元左右，按4％的關(guān)稅來算，一年要支出320萬元，而下降到1％后，關(guān)稅支出為80萬元，一年節(jié)省240萬元，這是一筆不小的費用。企業(yè)http://www.stonebuy.com/enterprise/規(guī)模在南安http://www.shicai.com.cn/水頭http://www.shicai.com.cn/位列前幾名的福建http://www.zongyi.com.cn/省東升石業(yè)股份有限公司總經(jīng)理王先生表示，他還沒聽說石材http://www.stonebuy.com/荒料進(jìn)口關(guān)稅下降到1％的消息，但對此持歡迎態(tài)度。他說，現(xiàn)在不少石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/的利潤在下降，能節(jié)省幾十萬、幾百萬元，是一個不小的收獲。

    進(jìn)口關(guān)稅由4％下降到1％，對于所有的石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/而言是否都是利好消息？

    南安http://www.shicai.com.cn/宗藝石材http://www.stonebuy.com/公司辦公室洪主任認(rèn)為，關(guān)稅下降對公司的影響不大，因為公司并沒有直接進(jìn)口石材http://www.stonebuy.com/，而是到廈門口岸向那些進(jìn)口量大的石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/購買石材http://www.stonebuy.com/荒料。南安http://www.shicai.com.cn/港龍石材http://www.stonebuy.com/公司辦公室黃主任也認(rèn)為，關(guān)稅下降對公司的影響不是很大，并不是很在意。

    泉州http://www.zongyi.com.cn/市石材http://www.stonebuy.com/商會有關(guān)負(fù)責(zé)人認(rèn)為，關(guān)稅降到1％，對那些石材http://www.stonebuy.com/荒料進(jìn)口量大的企業(yè)http://www.stonebuy.com/enterprise/影響比較大，對沒有進(jìn)出口http://en.stonebuy.com/經(jīng)營權(quán)、向石材http://www.stonebuy.com/貿(mào)易http://www.stonebuy.com/trade/公司及大型石材http://www.stonebuy.com/加工企業(yè)http://www.stonebuy.com/enterprise/購買石材http://www.stonebuy.com/荒料的中小型石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/也有一定影響，因為關(guān)稅下降后，進(jìn)口成本降低了，石材http://www.stonebuy.com/荒料的市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html價格也會相應(yīng)下降一些；但對進(jìn)口量少或者采用國產(chǎn)石材http://www.stonebuy.com/荒料的企業(yè)http://www.stonebuy.com/enterprise/來說，那幾乎是沒有什么影響。

    泉州http://www.zongyi.com.cn/市泉港區(qū)石材http://www.stonebuy.com/同業(yè)公會常務(wù)副會長陳金華的看法則是，南安http://www.shicai.com.cn/水頭http://www.shicai.com.cn/缺乏石材http://www.stonebuy.com/資源，所需石材http://www.stonebuy.com/荒料大部分是從意大利、西班牙、土耳其、希臘、芬蘭、挪威、南非、巴西、印度等國家進(jìn)口，關(guān)稅對他們的影響很大；惠安崇武的石雕石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/的石材http://www.stonebuy.com/荒料既有國產(chǎn)的，也有進(jìn)口的，影響次之；而泉港的石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/幾乎是采用國產(chǎn)的石材http://www.stonebuy.com/荒料，沒什么影響。

    廈門市貿(mào)發(fā)局外貿(mào)處處長陳守碰表示，石材http://www.stonebuy.com/荒料進(jìn)口關(guān)稅從4％下調(diào)到1％，使廈門和泉州http://www.zongyi.com.cn/的石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/降低成本，增強出口http://en.stonebuy.com/競爭力，也會獲得更多的訂單，有利于企業(yè)http://www.stonebuy.com/enterprise/更好地發(fā)展，也能鞏固閩南作為全國石材http://www.stonebuy.com/生產(chǎn)、出口http://en.stonebuy.com/基地的地位。

    關(guān)稅下調(diào)加速行業(yè)洗牌

    廈門市石材http://www.stonebuy.com/商會會長許榮旗認(rèn)為，泉州http://www.zongyi.com.cn/石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/已經(jīng)到了行業(yè)變革的時候了，現(xiàn)階段的重點是施行差異化戰(zhàn)略，用他的話說，就是大企業(yè)http://www.stonebuy.com/enterprise/走向規(guī)模化經(jīng)營、中小企業(yè)http://www.stonebuy.com/enterprise/要建立自己的特色，其實，廈門石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/面臨的問題和泉州http://www.zongyi.com.cn/同行相似，也應(yīng)該如此。他說，前幾年，泉廈石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/普遍實施低成本戰(zhàn)略，但到了一定階段后，成本、價格、制作工藝、材料等趨同，行業(yè)平均利潤下降，只有施行差異化戰(zhàn)略才能擁有比較大的發(fā)展空間。
